Dubai has approximately 250,000 labourers - mostly South Asian - working on major real estate development projects such as the Burj Dubai or Dubai Marina. Article 25 of the Constitution of the UAE provides for the equitable treatment of persons with regard to race, nationality, religious beliefs or social status. However, many of Dubais 250,000 foreign labourers live in conditions described by Human Rights Watch as being quotless than human.quot NPR reports that workers quottypically live eight to a room, sending home a portion of their salary to their families, whom they dont see for years at a time.quot On 21 March 2006, workers at the construction site of Downtown Burj Dubai . upset over bus timings and working conditions, rioted: damaging cars, offices, computers, and construction tools. New Dubai is being constructed primarily by engineers and skilled and unskilled workers from India, Pakistan, Bangladesh, PRC, and the Philippines on 3 year work permits. Media reports indicate that skilled workers like carpenters could earn US7.60 per day and unskilled labourers about US4 per day. Strikes occurred at some building sites ndash and rioting at some others ndash sparked primarily because of the then low US dollar to which the UAE currency is tied which resulted in the workers having a reduced amount to remit home to their families. The US currency has since recovered and workers are now permitted to form unions in Dubai ndash and the Dubai government has opened a hotline for workers to report employers who have delayed paying monthly salary payments or are providing unhygienic or unsafe accommodation facilities for their workers. The daily rate whilst akin to a pittance in western economies is still higher than the market rate these workers can earn in their own countries and that is why they opt to leave their homes to move to Dubai and live in barracks like accommodation for the duration of their 3 year work permits. No worker is forced to come to Dubai ndash and they will only continue to come if Dubai continues to pay them more than they can earn at home - although unscrupulous employment agents are a major problem charging high fees to arrange the visa and imposing extortionate interest rates that can soak up spare earnings for many years. Some Dubai employers are also a problem ndash slow in paying wages and salaries ndash and providing accommodation unfit for human habitation. The Dubai government has become more pro active in policing employer abuses ndash and fining errant employers for late salary payments and sub standard accommodation - but the situation would also probably benefit from one of Sheik Mohammedrsquos well known impromptu inspections ndash of the kind he conducts in respect of Dubai government departments subject to ongoing service complaints like the Immigration Department ndash see sheikmohhamed.co.ae A Rulerrsquos visit would be particularly apt in relation to the state of the labour accommodation camps.
